There are some apps that let's you download files. Then you connect the iPad to the PC and access the shared folders in iTunes for that app. Can the iPad share tether? If it's possible like on the iPhone, then you can use it as a wifi access point assuming that the PC has a wifi card Is there a local network that both Pc and iPad can access?
If so, then you can use an app that can download and share it's content vi wifi. Then it's a matter of accessing the iPad shared content http or FTP It all depends on wether the PC has iTunes installed or if you can have a local network for both of them.
